WITH 'The Descartes Systems Group Inc.'
REGARDING ADVANCE FILING RULES

Kawasaki, Japan- 30 November
2012- Nippon Automated Cargo and Port Consolidated
System, Inc. (NACCS Center) has signed the
agreement with Service Provider ‘The
Descartes Systems Group Inc.’ (Waterloo,
Canada) on connecting each other’s system
to enable Carriers and NVOCCs in foreign countries,
the filers of newly implemented Japan’s
Advance Filing Rules, to report electronically
through NACCS to Japan Customs as details
shown in the attachment.
This is the first time NACCS Center signed
the agreement on system connection with service
providers regarding Advance Filing Rules.
*Advance
Filing Rules: On March 30, 2012, a bill to amend
part of the Customs Law passed through the Diet
in Japan. This amendment enacts the Advance
Filing Rules, which require a vessel operator
or a NVOCC to electronically submit information
on maritime container cargoes to be loaded on
a vessel intended to entry into a port in Japan,
to Japan Customs in principle no later than
24 hours before departure of the vessel from
a port of loading. The electronic report from
foreign filers will be made through service
providers authorized by NACCS Center.

Our shipping documentation package
software BALDOC has now renamed and upgraded into DC4S-24
wtih a business partnership with Dream Cargo Systems(DCS),
the well-known software provider specialized in freight
forwarder industry covering Air as well as Ocean. Thanks
to this new close relationship with DCS, your shipping
documentation needs will be well covered in efficient
manner and improve profitability that may include solutions
for the coming JP24 issues in Japan..
At the same time, we have newly
added BALDOC-CLOUD into our product list which can be
used by NVOCCs for their export documentation needs.
It is known for a set of shipping documentation funcionality
via online service by using browser(IE) only. You do
not require any system resources such as server but
to use Window PC and Internet connectivity.
In summary, there are three products
now available for NVOCC business, i.e.

Info Box"
This website has been focusing on the gCargo Securityh
issues since many years after the introduction of the
24 Hour Advanced Cargo Manifest Rule was adopted by
CBP of U.S. We also reported the recent security issues
of ISF (10+2) by U.S. as well as the program of ICS-ENS
by EU. To meet with the need of our readers from Japan,
we made a setup of the gCargo Security Info Boxh in
Japanese language, but nothing similar has been arranged
in English. While the latest policy move by CTB on the
Japan Import Cargo Security may invite more interest
of readers outside Japan, our website will start English
pages so as to report news and information in the gJapan
Cargo Security Info Boxh section.

demonstrated his expertise at the recent JIFFA Seminar
With a guest speaker Mr. J. Wasserman,
SVP, Descartes Systems Groupt
in charge of Global Trade Compliance, JIFFA has gathered
more than 200 participants at the seminar focusing on
gLogistics Securityh held in downtown Tokyo at Ohtemachi.
The program has three parts i.e. Part-1 Global Security
Trend, -2 EU-ICS 24 Hour Rule, -3 Latest Update of CBP
ISF as of late. Mr. Noda of BAL has moderated this gathering
including his own supplemental session in the part-3
in Japanese language.

a use of e-business now appears a MUST
This bi-monthly news and report
by JIFFA (Japan International Freight Forwarders Association)
has posted a report prepared by S. Noda of BAL focusing
on possible impacts caused by the ISF 10+2 implementation
since it is enforced on January 26, 2010. The report
also suggests an effective use of e-business facilities
that are readily available today. It then requests the
top management for renewing its business practices in
light of IT solution so as to meet the challenges ahead
in the international forwarding business arena. The

14, 2009 - JIFFA Seminar In Osaka - CBP Report Card System
Cited
A similar
seminar to Tokyo held in March 2009 sponsored by JIFFA
was conducted in Osaka with about 80 participants. The
seminar covered the same topics as in Tokyo with one
additional issue, i.e. Importer Security Filing Performance
Report Card by CBP. Together with some filing status
statistics for the period of January 26 thru March 14
recorded by Descartes Systems, the importancet of this
Report Card System was emphasized. Online demonstration
of ISF was also presented.

2, 2009 - CBPfs ISF 10+2 Ruling With AMS 24Hour Rule Explained
By BAL CEO At the JIFFA Seminar
With
a total attendance of 298 people, a business seminar
by JIFFA (Japan International Freight Forwarders Association)
on the CBPfs new ruling, i.e. Importer Security Filing
(ISF), was conducted where CEO S. Noda of BAL was the
sole speaker at the two-hour session in the morning
hours and the same in the afternoon at Zennin Kenpokaikann
of Kayabacho in downtown Tokyo. There are four issues
below that were explained by using a set of slides in
40 pages. A sample screen online demo connecting with
Descartes systems center was made after the presentation.

Oceanwide Inc. logistics business
Descartes Systems Group has acquired
the logistics business of privately-held Oceanwide Inc.
The business by Oceanwide's logistics is focused on
a web-based, hosted SaaS (Software as a Service) model
that is ideal for customs brokers and freight forwarders
who choose to outsource rather than procure or manage
traditional enterprise applications behind their own
firewalls. The combination of Oceanwide's logistics
business and Descartes' Global Logistics Network (GLN)
creates a powerful service offering for customers and
adds an important community of customs brokers to the
GLN. With Oceanwide bringing more than 700 participants
to the GLN, including a broad community of customs brokers,
the combination strengthens Descartes' position as a

19, 2008 - Import2000 AMS Service Demo Made At JIFFA
An online demonstration, in addition
to the introduction of Import2000 AMS, by using Descartes
Systems service was made at the IT Committee of JIFFA
(Japan International Freight Forwarders Association,
Inc) relative to the CBP AMS 24-hour Rules. It was
also briefly covered the issue of CBP's recent ISF (Importer
Security Filing so-called 10+2) that appears a matter
of interest among the committee members. This is, for
Brainetta Ltd., the second opportunity to speak about
Import2000 and Descartes service to the leading trade
groups. To promote a stable development of international
freight forwarding industry and its related business,
JIFFA was organized by Ministries of Finance, International
Trade and Industry and Transport joined by the private
industries as a sole body for the facilitation of international
trade procedures in Japan.

In addition to our technical
support of Import2000 service since the implementation
of AMSf 24hour rule back in 2003, we are happy to announce
that Desartes Systems Japan has appointed BAL as its
local Value-Added Reseller (VARs) for the GLN service.
Descartes' logistics management solutions combine the
Descartes Global Logistics Network with a variety of
business applications to provide such as messaging services
and other SaaS applications that help customers reduce
administrative costs and bring greater business efficiency.
While a wide range of solutions are available by Descates,
we are now to focus this campaign on the three services
as below;

Descartes Systems has acquired
Dexx, a Belgium-based
European customs filing and logistics messaging provider.
Dexx adds European customs filing capabilities and a
community of connected European logistics organizations
to Descartes' Global Logistics Network .
Dexx's customs offerings help shippers, cargo carriers
and freight forwarders manage the movement and submission
of customs filings and messages to a number of customs
authorities. Dexx's commitment to automating logistics
processes in Europe also resulted in its membership
in EuroTradeNet (ETN), an entity designed to promote
electronic trade focused on customs filings in the European
region.

At JASTPRO An
online demonstration of Import2000 with BALDOC Interface
Program used by NVOCC clients for the EDI interace was
made at the Special Committee of JASTPRO
relative to the CBP AMS 24-hour Rules using the service
available by Descartes Systems. JASTPRO, Japan Association
for Simplification of International Trade Procedures,
was organized by Ministries of Finance, International
Trade and Industry and Transport joined by the private
industries as a sole body for the facilitation of international
trade procedures in Japan. Our presentation including
online demo of Descartes Import2000 has addressed the
issues of business automation of AMS filing in regard
to the regulatory compliance of Customs in U.S. |

(FCS) today to add customs compliance technology
